Pig quarantine regulations 1. Scope of application This regulation stipulates the quarantine objects for quarantine of live pigs (including wild-breeding wild boars), quarantine eligibility criteria, quarantine procedures, quarantine results processing and quarantine records.

This regulation is applicable to the quarantine of the origin of live pigs in the territory of the People's Republic of China and the quarantine of the origin of breeding pigs in the province.

The quarantine of the legally-acquired wild boar shall be performed in accordance with this procedure.

2. Quarantine targets foot-and-mouth disease, swine fever, highly pathogenic blue-ear ear disease, anthrax, swine erysipelas, and swine plague.

3. Quarantine eligibility criteria 3.1 Feeding farms (breeding plots) and farmers from non-blocked areas or related animal epidemics.

3.2 Mandatory immunization was conducted in accordance with national regulations and was in effect during the period of protection.

3.3 The relevant records of livestock breeding files and livestock and poultry logos are in compliance with the regulations.

3.4 Clinical examination health.

3.5 This regulation requires the detection of laboratory disease, and the test result is qualified.

3.6 Breeding pigs in the province must meet the animal health standards for use; in the province where sperms and embryos are transferred, their donor animals must meet the animal health standards.

4. Quarantine Procedure 4.1 Report Acceptance. After receiving the quarantine report, the animal health supervision agency decides whether or not to accept it according to the relevant local animal epidemic situation. If an application is accepted, an official veterinarian shall be dispatched to the site or to the designated place for quarantine in a timely manner; if the application is not accepted, the reasons shall be explained.

4.2 Inspection data and livestock and poultry identification 4.2.1 The official veterinarian should verify the "animal epidemic prevention qualification certificate" and culture files in the farm (cultivation community), and understand the production, immunization, monitoring, diagnosis and treatment, disinfection, detoxification treatment, etc. No related animal epidemics occurred in the farm (raising area) within 6 months. It was confirmed that live pigs have been subjected to mandatory immunization according to the national regulations and are in the effective period of protection. If the pigs are transferred within the province, they shall also be inspected for the Production and Operation Permit of Breeding Livestock and Poultry.

4.2.2 The official veterinarian should inspect the free-range households' immunization files and confirm that live pigs have been subjected to mandatory immunization according to the national regulations and that they are in the effective period of protection.

4.2.3 The official veterinarian should check the status of the live pigs and poultry markings and confirm that the animal identifications worn by them are consistent with the relevant records.

4.3 Clinical examination 4.3.1 Inspection methods 4.3.1.1 Group examination. Check from static, dynamic and food conditions. Mainly examine the pig's mental status, appearance, respiratory status, exercise status, drinking water conditions, and excreta status.

4.3.1.2 Individual examination. Through inspections, palpation and auscultation methods, etc. Mainly examine the pig's individual mental status, body temperature, respiration, skin, coat, visible mucous membrane, thorax, abdomen and body surface lymph nodes, excretion and fecal traits.

4.3.2 Check Contents 4.3.2.1 Fever, lack of energy, loss of appetite, runny nose; blisters, hoof forks, hoof spasm, blisters, hemorrhoids after surface rupture, dark red spots, infections causing purulent, necrosis, hooves The shell fell off, and the lying ground could not afford it; the nasal cavity, oral mucosa, tongue, and blister and erosion appeared on the breast and suspected foot-and-mouth disease.

4.3.2.3 High fever; conjunctivitis, eyelid edema; cough, wheezing, dyspnea; ear, extremities and abdomen skin cyanosis; occasional hindquarter weakness, unable to stand or ataxia, etc., suspected of high infection Pig blue ear disease.

4.3.2.4 High fever retention; vomiting; conjunctival hyperemia; fecal dullness in the form of millet, with mucus, diarrhea; skin with erythema, rash, finger pressure fade and other symptoms, suspected infection with erysipelas.

4.3.2.5 High fever occurs; difficulty breathing, followed by asthma, foam or clear liquid from nose and mouth; acute swelling of neck and throat, redness, high fever, firmness; ventral, ear roots, erythema on inner skin of limbs, finger pressure fade, etc. Symptoms of suspicion of infection with swine plague.

4.3.2.6 Throat, neck, shoulder blades, chest, abdomen, breasts, scrotum, etc. Local skin swelling, thermal pain, hard mass, then the mass becomes cold, no pain, and finally the central necrosis forms ulcers; neck, chest and acute redness, Breathing difficulties, throat narrowing, suffocation and other symptoms of death, suspected anthrax.

4.4 Laboratory Testing 4.4.1 For suspected complications of the regulations and other abnormalities found on clinical examinations, laboratory tests shall be conducted in accordance with the corresponding technical regulations for disease prevention and control.

4.4.2 Laboratory testing shall be undertaken by a qualified laboratory designated by the provincial animal health supervision agency and a test report shall be issued.

4.4.3 Breeding pigs in the province can carry out laboratory tests in accordance with the "Regulations for Inter-provincial Transport, Use, and Quarantine of Animal Production Sites for Milk" and provide corresponding test reports.

5. Quarantine result processing 5.1 If it passes the quarantine inspection, it shall issue a "Qualification Certificate for Animal Quarantine".

5.2 If it fails to pass the quarantine inspection, it shall issue a "Quarantine Notification" and handle it in accordance with the relevant regulations.

5.2.1 When the clinical examination finds that there is an animal disease regulated by this regulation, the number of sampling inspections shall be expanded and laboratory tests shall be conducted.

5.2.2 If any animal epidemic other than the quarantine subject specified in this regulation is detected and the health of the animal is affected, the corresponding epidemic prevention measures shall be taken according to the regulations.

5.2.3 If any unexplained cause of death or suspicion is a major animal epidemic, it shall be dealt with in accordance with the relevant provisions of the "Animal Epidemic Prevention Act", "Emergency Regulations for Major Animal Epidemics" and "Administrative Measures for Reporting Animal Epidemics".

5.2.4 The dead animals shall be handled by the livestock owner in accordance with the "Regulations for Biosafety Treatment of Diseased Animals and Diseased Animal Products" (GB16548-2006) under the supervision of animal health supervision agencies.

5.3 Prior to the departure of live pigs, the animal health supervision agency shall supervise the owner or carrier to effectively disinfect the vehicle.

6. Quarantine Record 6.1 Quarantine Declaration Form. Animal health supervision agencies must instruct livestock owners to fill out quarantine declaration forms.

6.2 quarantine records. The official veterinarian must fill in quarantine records, register the owner's name, address, quarantine declaration time, quarantine time, quarantine place, quarantine animal species, quantity and use, quarantine treatment, quarantine certificate number, etc., and be signed by the livestock owner.

6.3 Quarantine declaration forms and quarantine records shall be kept for more than 12 months.
