A large state-owned enterprise they contacted had commissioned a US company to develop a large-scale project. The contract did not specify who the design rights were transferred to. As a result, now that the state-owned enterprise wants to develop on the basis of the original project, it will not get the data at that time, causing a lot of trouble.

Second, domestic institutions do not have enough recognition for science and technology consulting services. Zhang Han said: "We have been in contact with a well-known university in China. They are very interested in the ability of us to operate the transaction. But in the substantive part, the university only wants to pay the consulting management fee after we talk about the project. Payment in advance, and ex ante payment has become a common practice in countries such as the United Kingdom and the United States. Because the screening of technical results, technical evaluation, market evaluation, and analysis of intellectual property map work require a lot of time and energy, without consulting management fees, it is difficult for us. Carry out preliminary work."

At the same time, domestic enterprises are not willing to cooperate for a long time. Foreign technology companies or universities have a strong interest in maintaining long-term cooperation with domestic companies, on the one hand, in order to obtain longer-term profit sharing; on the other hand, in order to track the application of technology, continue to improve, and even re-development. However, because of the profit-seeking psychology, domestic companies are more inclined to buy out technology ownership at a time, and they are solely responsible for future operations.

Cultivate a developed technology service system, promote technology research and development, innovation incubation, technology transfer, etc. The government should focus on market orientation when designing innovative systems and further encourage the development of the service industry.
